An
expert report is the ascertainment of facts and the well-founded
presentation of practical principles. From these facts and
principles deductions are made for the purposes of actual
assessment of an event or condition, in the form of an objective,
comprehensively valid judgement.
In
the end it should also be accepted from 3rd parties, to whom
for the enforcement of claims or their defence it has been
presented. It will be drawn up by an independent, trustworthy
and competent, specialist, who established the differentation
between the proposed and the current situation.
For
example, a clammy or dripping wet layer is being assessed.
At first the construction has to be ascertained, and the current
with the planned work (agreed to in the contract) has to be
compared.
At
the same time the following questions present: Which layers
are existing ? How is the cross section of the profiles ?
How is the situation in relation to each part ?
The
characteristics of the damage (e.g. the condition of the parts)
is on interest, and these facts can provide information about
the cause: e.g. moisture in the insulation
The
assessment of the situation is carried out in a manner in
which the method of repair, which materials are used, and
the cost of those materials in relation to repair or renovation
are determined. At the conclusion of the renovation measures
all areas of work are completed and therefore free of defects.
